Abstract

The apron area is an airport operational area with a high level of activity, thus having the potential for various hazards that can affect flight operational safety. In such conditions, Apron Movement Control (AMC) officers play a crucial role in carrying out supervision, identifying potential hazards, and coordinating risk control measures in the apron area. This study aims to evaluate the performance of AMC officers in hazard supervision, identify factors that influence supervision effectiveness, and develop recommendations to improve operational safety at I Gusti Ngurah Rai International Airport, Bali. The study used a qualitative method with a descriptive approach. Data were obtained through observation, semi-structured interviews, documentation, and literature review. Analysis was conducted using the Hazard Identification and Risk Assessment (HIRA) method, while interpretation of the results refers to the concepts of Safety Management System (SMS), Human Factors, and Safety Culture. The results show that hazard supervision by AMC officers has been implemented well through main inspections, hazard identification, coordination with stakeholders, and the implementation of Safety Talks and Safety Briefings. However, the effectiveness of supervision is still affected by the presence of Foreign Object Debris (FOD), oil or hydraulic fluid spills from Ground Support Equipment (GSE), inappropriate operational vehicle placement, high operational vehicle traffic, limited GSE storage areas, less than ideal number of AMC personnel, and human error factors. Therefore, improving personnel competency, strengthening coordination between stakeholders, implementing Safety Culture, and evaluating personnel needs and supporting facilities are needed to improve the effectiveness of hazard supervision and support flight operational safety in the apron area.
